How do you attach a layer to the player?

In MECHDRAGON777's CC7 entry (Die Zitadelle von Eis und chaotischem Wetter) there are places where blocks, NPCs, or the like, or even whole layers, are attached to the player and follow the player's movement. I'm trying to reproduce this for a level in my project, but I can't seem to do it.
Title says it all: how do you attach layers to the player so they follow the movement of the player?

You mean the part where Mario holds a SMB2 Mushroom block which has a bunch of rain attached to it?

Yeah that bit. Also in the castle there's the bit where you hold the mushroom block and it's attached to some blocks. Are the blocks attached to the player or to the mushroom block?

You can't attach stuff to the player and as I've never seen that area due to the door leading directly to the second checkpoint, I guess the block.

it was the Mushroom Block, and it is not rain, it is sleet! As for the door, did any of you ever get my updated level file where I fixed that!
