They are unnamed. Mushroom. S. Plural. Because there's a lot of them in the world. But only one of them matters. Or two but I can't code the other as a separate character rn. They rule the world, and this episode, which revolves solely around Toad (save for a few interlude episodes with Mario or Bowser, but 99% the time it's Toad).
This episode's story is pretty much, Toad wakes up in his fortified house (which is in underground lava caves, next to a construction site), and he hears a knock on his door. Peach is throwing a party apparently, and that sounds rad, so Toad'll do what he do. This short demo has a Mario intro level + three Toad tutorial levels (well I called them tutorials 'cause they're the first levels I made).
