Revamped unused SMB3 cutscene Koopa

Just a random revamp, i don't have idea for an original GFX...

Thanks to Squishy Rex for let me find the old beta Koopa.
Thanks Z-Master for the palettes.

I think the pallete selection should of been closer to the original SMB3 Koopa sprite. The yellow is really bright.
