There are some backgrounds with thunder effect in Phil's SMB3 remake.

Yeah, it's better than just white screen. I also found another "frame" in Squishy Rex's CGFX Pack. So, one background remains. I think it use that palette:
I can make recolor but the bottom clouds, so I hope someone can help or find it.

this is a post i made a while ago on the knux forums
in utter need of this,I made it

note:there are three different backgrounds and a test level with events to demonstrate how it would work.its not animated!
I know this was made a while ago,but the backgrounds Ice_YoshiVL made didn't look very good,and the background in the GFX pack was all spottie.
the GFX can also be found in my GFXPack
also heres an animated one
