Is SMB2 allowed to go with SMB1?

I’m asking if I use smb1 graphics around smb2 graphics would it be bad clash for example if I use a smb1 player sprite and smb1 tilesets around smb2 bgos would it be bad clash?

When things "clash", all it means is that they look bad next to each other. If you use the SMW cave tileset fill next to the SMW grass tileset fill, that has a stark contrast in colours, so it can easily be perceived as a clash. The 4 mario styles that come with the game all have similar shading and palettes, so if you mix them and they look good to you, chances are other people won't mind either. They've been mixed a million times, so don't worry.
