Making new Yoshis/Shoes?

How difficult would it be to create new Yoshis or Shoes with their own effect with everything else staying the same? I know Powerups are apparently hard to make but I'm curious if the same difficulty applies to mounts.

I see, I could swear I remember some kind of custom shoe that blew up when you lose it or jump out of it, but that may have just been an edit for an existing shoe.
Are you able to edit existing mounts or do you mean no system for custom mounts at all?

I mean that nobody has made a system for adding new mounts. Being able to edit mounts just requires checking the mount and doing something.
