I'm looking for at least 40 people to make a 2D version of 2 levels from Super Mario 3D World for this thing I'm making. Fill out this form if you're interested (in spoiler).

Good luck getting that many people to make levels for your project. There isn't even anywhere near that many active users on these forums. Unless you are also branching out to other SMBX communities (and even then, you will still have a hard time getting 80+ unique people to contribute levels), you will have to allow people to make multiple levels if you want this project to come to fruition.

My goal is to get at least 80 people to make levels by March 1, but if I don't make that goal then I'm gonna make the people that are contributing to this project make 2-3 levels instead of just 1.

I don't want to discourage you, but even if you were to find enough people for this in due time, a project of this scale would not be finished by the 1st of March.

I agree. If I don't find 40 people to collab, I'm gonna do all of the levels by myself and I might get a few people to make the graphics.

OK, so I'm having trouble on deciding on whether or not to use a stationary see-saw or a line-guided see-saw for Spike's Lost City for the swaying platforms.

I recommend using a line-guided seesaw, since it seems more fit for the level.
Sorry I have been gone for a while, I had to focus on school and a lot of other things.
