Why should Toad not play it?

The poor thing can't slide to kill the Banzai Bills. If Toad is used, the level becomes harder, if not impossible without taking damage.

I say Mario/Luigi only. Peach cannot slide either unless I am forgetting how SLAM works.

Peach is allowed, but only if I make a level specifically for her. Globally available characters are Mario, Luigi and Toad, so that's why I'd like to filter him.
