. You technically could, though basic HTML Skills are problably necessary, though I'm not sure yet how much can
be done without using Fandom.

I don't think anything stops you from creating a fandom wiki on Wikia. I wonder what it would be about though.

There are barely such kind of sites. Wohlsoft.ru is the most prominent one you can consider like that. There also used to be zioy's site (called krazynet).
Nobody is having personal forums since they don't get any activity. Who would want to have a forum with yourself as the only member?

there used to be a lot of personal forums back in the day. not sure why. i guess some people were fascinated by being the admin of something, idk.

I believe they're gonna use HTML5. Some websites such as Cool Math Games have already switched to it.

Using Chrome, however it's unusable sometimes even though I am on 16 gb of ram, I guess Windows 10 is sh*t. Glad I decided to Hackintosh.

Because it is a big security risk, I know you like flash, I would recommend moving on, as for developers, please move on from Flash and use HTML5 instead.
It IS worth it.
