Looks like a pale SMW Bullet Bill. Not something I prefer over the regular SMW Bullet Bill, but it's nice to have alternatives I suppose.

A black recolor of the bullet mask with smw bullet arms attached. I then tet the sprite as an actual bullet bill.

This recolor custom sprite looks nice. But I can't tell if it's 8-bit ((Nintendo Entertainment System) style) or 16-bit (Super Mario World style) tbh
