It's basically taking the existing elements from SMBX that are from the SNES All-Stars version of SMB1 but applying a GBA palette...
I'm not a mod, but according to the first rule from the Graphic Request Forum Rules, I think people can't request recolors.
Again, I'm not a mod, so I can't say if you can request that or not.
But may I ask you why you want that? I mean, the palettes from the All-Stars version are identical to the ones from that SMB1 recreation for the GBA.
