Programs like Paint.NET (free) or Photoshop (paid) offer an option that allows you to resize pictures without adding a blur effect. The effect is called "Nearest Neighbor"; you can select it in a dropdown list while you resize the picture. It's the only way I know to avoid blur/bad quality, because other than that, making a picture bigger will always result in a loss of quality.

pretty sure "Pixelated" works too, but SuperWingedYoshi explained it pretty well.
I'm still trying to find out if it's possible to remove blur in resizing/rotating using the selection tool. Does anyone know?

When you make a selection and then select the Move Selected Pixels pointer, there's a "Quality" dropdown. Change it from Smooth to Pixelated. However, the result of that rotation will be filled with 1x1 pixels, and I don't know how to make it better than that other than manually making every pixel 2x2. Still, it removes the blur.

Make it 1x1, rotate it, and then resize it?

Since I sprite everything in 1x1 anyways, that shouldn't be a problem. I'll try that. I'm surprised I haven't noticed it before.
