How do you make a custom tileset on Paint.NET from scratch?

The title says it all. I want a picture tutorial step-by-step of how to make a custom tileset from scratch on Paint.NET. Please include slopes as I have no knowledge on how to make them, either.
Also, I'm sure a lot of you don't have the patience to to make this picture tutorial as it is extremely time-consuming, so I won't expect it for a while. If there is a week of absence on any picture tutorials I'll bump it, and if someone says, "I'll make this tutorial tomorrow and post it here" and it's been two or three days I will bug the user who mentioned that and ask their progress.
