Putting two NPCs in the same place (and another question)

Basically, i want to know how to do the thing in the title, but i also want to know if you can somehow attatch a warp to a moving npc

you can hide the default layer (or the layer where npc 1 is on) and place npc 2 in the same spot while the layer is hidden
warps shouldn't be attached to moving layers or npcs because both the entrance and exit will move.

Attaching warps is possible. Just have the warp on a certain layer, then select that layer in the NPC's "attach to layer" box.
