[NPC] Bouncy Platform

Basically a clone of the SMW platform, except it lets you bounce on it instead.

When I got to know this in Penguin Peak I was sometimes "stuck" on the platform, I was standing on it and the springboard sound was perpetuously playing, which caused a few irritations and pit deaths

This should be fixed now.
I've also updated the level.
