Can't you just save it as background-n.png and resize it to twice the size using nearest neighbour in paint.net (or if on 1.3, rename to background-n.gif, do the same thing, and then create a copy, select all the transparent area with magic wand tool, then colour it white, invert the selection, colour fence black and save as background-nm.gif. On the original background-n.gif, select all of the transparent area and colour it black)?
Replace the n in the name with the number you want to replace.
