Figure out how to make a jumpscare in general and then you can start thinking about how to do it with lua. To do something in programming you first must know the steps it takes to get to your goal. It's easier to provide help regarding subjects like "how do I play a sound?" or "how do I display an image?" than abstract, vague concepts like this.
