Project Banners

So I want to make a project banner or image for my current project. However, I have no experience in Photoshop and don't own it myself. Is there any other way to make banners for projects? And if so, does it need to have certain dimensions like profile pictures? Thanks.

You don't always need experience with Photoshop, programs like paint.net are already enough.

There's no rule or restriction to the dimensions.
