You can do this with Attach to Layer. Put the second one on a new layer and hide it, select the first one and pick the second one's layer in the Attach to Layer setting, and have the second one appear when the first is killed.

Nope, closest you can get to this is making the effect itself invisible (completely black graphic, completely white mask).
