can't you just make a world map like the one in the special world in super mario world?
like this:

only bigger? I mean it would mainly be just for people to play the levels

have you played previous contest episodes, especially the Tower of Biased series? There's supposed to be a nontrivial surrounding, and a hub* is also mandatory so one can play the levels in a not-so-determined order

or a world map with all levels open, looking at Level Contest Japan ...
