No, if it's greyed out you can't use it. These features are not implemented and I guess the dev of PGE forgot to remove it from the list.

Greyed out features are PGE exclusive and greyed out because they can't be used in SMBX.

But isn't PGE built for SMBX? What other games make use of PGE?
If PGE was originally made for SMBX, then why put things in it that aren't available to use?

PGE is designed to be a separate engine to replace SMBX in the far future. Right now it is a more user friendly version of SMBX level editor, and the engine itself is still in development and doesn't replicate the gameplay of SMBX very well (which you may have noticed if you ever used the alpha tester to test levels). The greyed out options may be disabled by the SMBX config packs, although I don't know if that is true.

How far into the future are we talking about? Before or after 2020?

If you use PGE in conjunction with SMBX 38A you can use these.

Another reason for you to use the Anomaly, but not one that would make me play it.
