How does one understand this editor compared to 1.3.3 or 1.4.4 and below, why was the format changed? Many Questions.

It is a better editor that is easier to use. You may need to get used to it.

Its Easier to use than 1.4.4 as everything from a SMB Game, [SMB] [SMB2] [SMB3] [SMW] are seperated into their own folders, and adds a filter for easier access to items instead of having to scroll through pages of items to find the item or block you need.

PGE is significantly more user-friendly and has a much better layout compared to 38A. The editor isn't the only thing better either.

Also btw there's no 1.3.3

It's kinda decent at times.... But sometimes, the damn editor lags at some points during the creating of level. SHIT!

38A seemss to be a ''evolved'' version of the vanilla editor, altrough the PGE one has a much better looking gui (that look MUCH more ''mario'' then the first one) and is easier to use with better placed options and menus

The editor was so easy to use. It's how I even made the decision to make a level

Disable animations for better performance.

The PGE editor is one of the most useful level creation programs I have ever came across. Really accessible too.
