Well, i made the first level of my first episode.

Is this SMBX 38A/1.4.4? If it is, I dont have 38A

Well it works on my engine, which of course, it's 38A/1.4.4. For the other engine you're talking about, I'm not sure about the 1.3.0.x.

Oh, well, 38A levels cant work on other engines. However, if im right, SMBX2 levels can work on 1.3.0.x, and vice versa.

No. the compatibility between 1.3 and 2.0 is one way. 2.0 can run 1.3 but 1.3 can't run 2.0 levels. Compatibility is limited between 1.3 and 1.4, since they are different engines (and therefore 1.4 is not actually SMBX).
