does anybody know how to add camera margins so that the camera scrolls past the level by a specified top, bottom, left and right pixels?

basically I'm trying to do a resolution hack where I overlay a black border around the screen.
then I make the camera move past the level boundaries by that borders amount and wala the screen has a new resolution with a border around it.
