Ludwig is inarguably the best.
His name is german and it's related to music as well. He's also the fanciest, and he's got a couple of abilities (like fluttering) that usually makes him tough to beat, and appear as the last koopaling.

To be fair, all of the Koopalings (and Reznor too) are based upon musicians. Though it remains unknown who specifically Larry is based on since there are many musicians named Larry.

Yeah, I didn't know until recently (after some Discord talk), but Ludwig is still the most prominent reference, isn't he? :p

They were named after they were designed, just so you know (by the SMB3 English translation team, and I believe their designs are caricatures of the SMB3 developers), so Ludwig is named for his hair, not the other way around.

I would go with Iggy, he is the most interesting of the koopalings and he has the most interesting boss battle in NSMBU. Ludwig would be my second favorite though.
