The graphics in these forums are (almost?) Always in .gif format, and use masks. That means the graphics will work with 1.3.x and 2.0. 38-A (1.4.x) uses .png graphics, but if you add .gif graphics in the folder as normal, 38-A will ask if you want to convert them to .png. This means that all the graphics in these forums should work with both 38-A and 2.0. PGE also comes with a PNG2GIF and GIF2PNG converter, which will convert the graphics for you as well.
PGE is actually the main editor for 2.0, I don't think there's actually any other editor for it. I think PGE has a limited compatibility with 38-A, but I'm not quite sure on that. Probably best to just use 38-A's default editor, as that will also have all the added features of 38-A.
