Here on the forums. I think around an year ago or so, but I'm not so sure. What I'm sure about is that I've seen that background sometime ago.

Are you sure you haven't mistook it for a similar looking background? If you've seen any?

That's weird. Maybe it got reuploaded, because the original download was lost? Idk

This looks pretty sweet, if a bit empty, I doubt I'll ever see a City level done perfectly, and executed well enough though, but for this attempt, it could've been a helluva lot worse, but it can also be a bit better.

It looks like one of the skyscrapers on the right side is floating. Or maybe it's standing on top of a bridge, which would definitely collapse under all that weight.

It`s oil processing factory, not city. The background is a mashup from Sonic 2 Oil Ocean zone and SMW Starry Night backgrounds.

But the title of this thread refers to it as a city.
