I think he actually means in general, if I'm wrong please correct me, though.
If you want to resize graphics you'll need Paint.NET, there's a feature that allows you to resize the graphic to any size. Go to Image>Change Size and set the size you want. Right after that make sure the graphic is 2x2 pixelated. SMBX works with 2x2 pixels after all. I'm afraid that to make that you'll have to change pixel by pixel, and it's probably the most tedious step when it comes to resizing.

If that's the case I'd suggest you to use Paint.NET. It's the best program when it comes to graphic editing.
