So I've requested this guy to be in the SMBX 2.0 form after seeing Klonoa, but they said it can't really be done until the full release or so. So, Really at best i would like to make this guy a skin for Mario or someone else?

I'll get to making more sprites soon, but my main problem is I am very new with even making a skin in SMBX, Let alone I don't know how to resize sprite pixels without distorting them or getting them blurry which is kind of a gripe I have. What sort of program should I use for resizing/importing the sprites once they are done, otherwise would anyone be willing to help compile them? It would mean a lot.

GIMP and paint.net are both good choices for making SMBX graphics, and you can resize pixels without distorting them in both. To make a skin, you would go into the SMBX graphics folder (if you have 2.0 that will be inside the data folder), take the playable of your choice (in your case mario), copy that folder, and then edit the copied files - you can just make a new layer (supported in both GIMP and paint.net) and place the new sprites over the old ones. There is one thing about the sprites though - they're divided into a 10x10 grid of squares, and so you'll want to make sure that each sprite doesn't extend out of its square. This may lead to some offset sprites on some frames, but you can fix that with the PGE calibrator tool (found in the PGE folder).

As a pixel graphics editor I like the free version of Graphics Gale, give it a try.
