I guess the preferable language would be Japanese though I hear that international characters are not currently supported.

Interesting, i'm going to submit 2 or 3 levels using 1.3.0.1, I have already an ideia for one level.
So the levels should be made using English/Japanese?
Also it's acceptable levels with multiple exits?

First of all, can we use out user names or real names for file naming?

And secondly, can I do this with things?

Assuming that judging works anonymously as always, this would not be allowed (as only Horikawa receives the text files while the judges don't), and also there's no actual reason to do that, no matter if username or real name.

But I think it is different for this contest, since Horikawa said that we can post our levels in the levels forum.

Are we allowed to submit previously released levels?

I think Horikawa answered that earlier in the thread when I asked it with "no"

I have a question about this. Does a level with multiple exits/stars/bosses is allowed?

I think that statement you made is kinda racially insensitive and I doubt joke levels like that will do well at all. Plus the level looks bland, the colour of the background doesn't really make sense imo, and the mixing of SMB3 and SMW may not be a good idea

I've just about finished the framework for my level. I can say without a shadow of a doubt that my level is pretty original even though it's pretty basic.

This contest sounds fun, and I just recently made a level I'm actually somewhat proud of for it. I doubt I'll win, but the criticism will be good for me.
