Honestly, the graphics request section was one of the most important features of the forum.
The only reason it was closed was that there were impossible or ridiculous requests.
Why can't we just have a rule in place that forbids multiple tilesets/excessive requests in these forums?
Or have a certain post number requirement before you can post requests.
There has only been complaining since it was removed, and after all a forum is supposed to be catering to its users' interests, no?

There were "how to post requests" and rules threads in the old requests forum. Nobody reads them.

Even with rules, we'll get people that don't even read them. Also, it was closed for a good reason. It wasn't just one person making really weird graphic requests: the majority of the requests made were either full tilesets or crazy things that often turned out never to be used or only get used for just one level. As to quote Joey: "If you can't make a good level with the thousands of graphics that already exist, you need to work on your level design skills" and I agree with him there. It's not about the custom graphics, it's about how they're used. And also, postcount requirements won't work either because a user can just flood the forum just so they can get the minimum for requesting graphics. Even a user with a lot of posts and thus famous in the community isn't necessarily going to be a good designer.

Even with rules, we'll get people that don't even read them. Also, it was closed for a good reason. Thing is that requests are almost exclusively needed for episodes anyway, for creative gimmicks, bosses, tilesets et cetera.

What I would personally suggest, though, is to actually have the requesters make two levels, as for the Levels forum, to demonstrate their level design skills. Like what was said earlier, if you can't make a level with graphics that exist, you need to work on your level design skills. Those with good design skills are allowed access into the Requests forum, and if too many stupid requests are made they are kicked out until something can be decided by the staff. The only downside to that, though, would be having to overhaul the Levels forum again just to accommodate for a forum that totally isn't related.
What do you think of my idea?

You don't necessarily need custom graphics to have a cool gimmick, but if you do then you can check out the thousands of GFX in the CGFX pack or make something yourself. Ripping and recoloring are not difficult.

All you need to come up with something unique is being creative and having a large pool of inspiration to choose and combine from.
