They're Announcements linked to General, but not displayed in there

No, you said it's announcements, not global announcements. At least, you've responded.

All announcements here are global announcements. On other forums there's a difference between global and local announcements, though.
And they're announcements because they stand out as official contests. And thanks to the info I can make an all-time score table for all 12 CCs if I have time

Regular announcements appear in one subforum, and global announcements appear everywhere.

This forum doesn't use Local Announcements though, we just have Global Announcements and Sticky threads, which is why I thought I could just say Announcement

We should have a forum for level contests with a local announcement containing the rules of the forum to spite PixelPest.

Well while I am in support of relegating unofficial user contests to a subforum of General (SMBX section), any subforum-specific rules should be of general guidelines for those who have no idea on how to run one, not hard and fast ones as rules that everyone must abide by. Because what if someone wants to make a contest that have rules that aren't dervided from this community's contests let alone still be well-written and staffed. This is the main issue that I have voiced my concerns in a previous thread discussing on moderating unofficial user-made contests since I had my own idea of a contest I wanted to start back at the time.

It's not the best idea to flood the general section of the forum with 100 different contests, jokes or not.
Either trash them all, or move them into their own subforum. It's fine. It prevents clogging up the general section, as I just said, which is always handy dandy.
It should be an all or nothing kind of thing; I don't want to peruse 100 different contests unless I would like to peruse 100 different contests.
Especially considering it's a 5 minute addition (maybe like 10 if someone goes out of their way to move the old topics).
As for anyone who doesn't follow that rule in the future, just move their contest topic.
Unofficial contests are "fine." They're not killing anything besides the reputation of the forum, and that's long dead anyway.

We really don't need to promote the making of unofficial contests since first of all, a large number of them are awful (poor rules, not always predetermined or even good judge panels, etc.), and second of all, there's a good chance more contests will be flops, since there's a good chance that people would spread out more and each contest would get less activity
you mean like the kaizo contest?
