Ever wanted to ask how I can make those graphics?

You will need the following tools
Paint.NET
Hawkynt's 2D - Image Filter Library

Add the .dll file you get on the Effects folder where you have Paint.NET installed.

Let's load a random graphic, for example npc-4.gif.

Now go to Image -> Resize

A window like the one below will appear.
Image

Click By Percentage: and set it's value to 50.

Once you're done with that, go to Image -> Canvas Size...

A window like the one below will appear.
Image

Click on By percentage: and set it's value to 200. Make sure the anchor is set on Top Left.

Next, go to Effects -> Tools -> 2D Image Filter

If 2D Image Filter doesn't appear. Add the .dll given on the second link.

A window like this one will appear.

Select XBR2x and voila. You have successfully converted your image. ;)

Oh nice, I've always liked this kind of graphic. Seems really high quality. Pretty sure this is in the wrong forum, though.

The Median tool in Paint.NET does the same thing. I used that until I moved on to just redrawing sprites altogether as that looks much better.
