Actually, I think it would be framespeed=14. I'm basing this on the fact that framespeed changes frames per second, and according to this thread, there are 14 frames in 0.2 seconds.
As the framespeed is actually 64.1025 641025 641025..., framespeed=13 would be closer because 0.2 * 64.1025 641025 641025... = 12.8205 128205 128205... ≈ 13.

13 is not exactly 5 frames per second but it's close. It's the closest you can get without decimals. SMBX will also accept framespeed=12.8205128 which is more accurate, but decimals will cause SMBX to crash on non-English computers so I suggest you use framespeed=13 if you want a larger audience for your level.
