Well, in theory, an 18-bit image could actually make some sense in terms of available colors, at 63 each of red/green/blue (instead of the more familiar of 255 each from 24-bit), excluding zero.

Use paint.net to make banners don't use MS paint
Paint.NET has a zoom function. What are you talking about?
