They're not that bad, but they're not that good either.

You shouldn't be taking screenshots in fullscreen mode. As you can see, these screens are stretched. You did fine screens before, just go back to doing screens like them.
Other than that, this level looks pretty standard. I think it lacks some bgos like bushes, and I think you forgot a water bgo in the final screenshot behind the pipe, but other than that, looking pretty good (hell yeah screenshot judging)

YEAH! A NEW LEVEL BY YOU!
P.S: Good screens, I like the rain-levels!

I have decided NOT to review this until I get an advantage to point out three bugs which obviously indicate the fact that you did not level test this. Bear in mind it is extraordinarily generous for a level judge to do this before the final score coz most of them would just say 2/10 and put in the trashcan and with these bugs it's hard to be nice and apply anything higher than that particular score. So I would like to mention three things that disable you to complete the level:
In the third section, when you enter the boss door to get the supposed key, after you beat the Metroid-esque fellow the music continues to play and nothing happens; the key doesn't appear nor is it possible to get out. I had to cheat on the level editor to reconstruct this.
In section five, when you drop down the doughnut block on the very end and enter the instant warp section, it... kills you, immediate death. I looked at the warp on the level editor, and as far as I know it seems like it should be functional; you set the first one on instant warp, entrance, and down direction with the exit getting the respectable warp and such. I would personally experiment with this; but overall I'd kindly recommend you to use a pipe or door.
At the very beginning of section eight, if you're an extremely adventurous and expeditious player like I am, you will notice that the first two saw blades presented there stop and don't move anywhere at the end of their line; well, I can't correctly word that but anyway play the beginning of section eight a stop for a few seconds and you'll realize the fact that it's impossible to advance onward.
If I were you I'd put the updated version fixing these bugs in the original thread and notify me in this thread or via private message when a new one does get posted, unless you want a pretty bad score. To the other judges: Don't review this yet until either an updated version comes out or if he tells me he won't apply one, otherwise I will review this as soon as possible.

Design - The over all design of the level was not too bad. It had some unique obstacles that made playing this level a bit refreshing, and I like that. The beginning of the level wasn't too bad, but wasn't too great either. It was somewhat flat, but I can dig that considering it was sort of a town-like feel.
Scenery - The scenery in the beginning of the level was alright. It just mainly consisted of the rain, which as cool, but I feel like it lacked some vibrancy, even though that sort of nullifies the dark ominous feel to the level. The underground portion of the level was kind of nice looking, but of course, the clash with Mario blocks and Metroid blocks I could give or take. Surprisingly they mixed sort of well for them being completely different game sprites due to some of the recoloring. The toad's house could have been a bit cooler looking though, and since it was a town, there should have probably been a little bit more toads/houses.
Replay Value - The replay value was excellent! This is the kind of level I could actually come back to to just simply want to play again. The design had a bit to do with it, but more so the story line. It was a simple story line, but it sort of took me away from the average Mario feel of SMBx. I felt like I was in some sort of RPGesque game, which is not a bad thing. Keep it up!
Misc - I really enjoyed almost all of the music in the level. BATTLE AGAINST A MACHINE WOOO. I LOVE EARTHBOUND. *Cough* All of the songs were REALLY fitting, except for he one rock song when fighting the first boss... uhh... yeah... The custom graphics were nice, considering custom graphics brighten the level up from the old graphics we're all use to.
Pros:
-Unique story
-Nice graphics
-Nice fitting music
-Decently long level
-Replay value
Cons:
-The level was definitely unbeatable and needed some serious editing. The first boss room was literally a purgatory. I couldn't leave after beating it. Fix that warp
-The other part that was incomplete was the donut block fall. It simply just kills you...
-The room with all of the saws; the airship parts that come out of pipes build up and can make passing through nearly impossible due to the coins being on the conveyor belt, and also, since the saws seem to be stuck you can pass, but I noticed that I got hurt in this room by a falling ship part, which then caused all of the saws to tart shooting up at once. Regardless, that needs a quick fix! Yikes...
-A bit of clashing blocks
-The room after the one mentioned above, the saws that go in a square don't seem to go around right, which makes it impossible to get up...
-Clashing enemies: SMB3 and SMB2 enemies to be specific.
-Section 7 was a bit spammed with the saws.
-The bombs spawned way too slow in he boss fights, considering how man hits it takes to kill the bosses.
-Not a huge issue, but SMB2 bombing blocks in a SMB3 themed town? You simply could have just used regular blocks, because it's not like this level gives you a leaf or anything to break the blocks.
-Toad in the beginning of town calls me Mario, but who is to say I wasn't playing as another character?
-last boss is hard to kill due to having to catch his high-speed bomb dropping...
Please fix and repost a download link of the impossibilities the level has, because it really does have potential.
5.8/10
Seriously, what hurt your score is probably the impossibilities of the level. You REALLY NEED to do a test run of your level to see if there are any errors before posting. I'm being nice with a 6, when this level would normally get a 4 OR 5 due to the impossibilities.

Everyone can review a level. Being a judge just means that the review will be enough to move the level to it's appropriate forum.
