I couldn't open this level in PGE, and with the error I got I'm sure that I can't play it either.

That's because the level file appears to be an SMBX 1.4.1 level file, and support for them wasn't added in PGE Editor yet. So if you want to open/play the level, download SMBX 1.4.1:

1.4.1 is the unofficial version of smbx, which you can find on wohlstand's site.
