Super Mario 63. Definitely Super Mario 63.
It's a flash game that I spent almost all my time playing when I was between the ages of 7-9. The level editor is actually pretty solid, and there's a portal with other people's submitted levels, which you can play.
The two Super Mario Flash games are tied as a close second. The main game in both is okay, but the level editor is where the games shine. They're similar editors to SM63, but everything is snapped to a grid, unlike in SM63 where the only thing confined to a grid is the tiles.

Age of Mythology its a great RTS and you can build your own maps with plenty of features you can form bodies of water and even alter the terrain.

I have used Mario Maker a small amount, and I made a billion Super Smash Bros. Brawl custom stages back in the day. The Smash 4 stage builder is honestly worse than the Brawl one; losing the tree was pretty much the worst thing ever. My stages might have been terrible, but they were a lot of fun to make, The Smash 4 editor is way to finicky and doesn't have enough interactive objects IMO.
I also made Super Mario 63 levels before SMBX was a thing, I was actually rather prolific with those for a while, soon after the full game was released.

Super Mario 63's level editor was my favorite before SMBX. I still like it to this day. Only problem: it's not so good compared to SMBX.

SMBX itself, Super Mario Flash 1 & 2 and Mario Builder.
I also tried Lunar Magic but I still didn't get the hang of it... yet
