There have been some really questionable level positions in previous smbx contests as well.
And Marina basically pointed out what happened. I'm kind of glad it is, I was getting tired of the stereotypical 'Non-linear, overpolished, overloaded with custom graphics, mediocre gameplay level with unfitting touhou music."
The winners in the later CC's look like they deserve first place more than those of the previous contests.

Custom graphics dont make a level good ever
A good level is much fators like design atmosphere gameplay and gimmicks.
So a custom graphics and expansive level can be good like a linear level.
For examples, darkonius CC7 level is linear but goodm
My favorite level from CC6 is The Golden Palace by Valtteri, isn't a heavy level but os nostalgic and very well designed.
The question os that smbx is not see as a serious thing now....I know that's a game and the objective is the fun. But levels aren't designes to be fine as before.
