What exactly are you asking for here? If you're looking for a program to edit SMBX graphics, you can do so in various image editing programs. I personally use Paint.Net which can be found at http://getpaint.net. Other options that I can think of off the top of my head include Gimp and Photoshop.

There's no hardcoded graphic editor for 1.3.0.1
You could use 1.3 and import everything from 1.3.0.1 though.

Does anyone have this tool? I was planning to make an SMB2-styled SMBX.

I don't recall any graphic editor tool being released along with SMBX 1.3, so to hear something like this really amuses me. I believe there's no graphic editor tool, but I won't stop you from keep searching, or more precisely, I could even take a good look at it whenever I find it.

Darkchao actually did release a tool like this, which replaces the hardcoded SMBX graphics. You might want to PM him to get his attention or something.

you can edit images with all graphics editor (if editor can open gif)
if you want edit hardcoded graphics you must have extr25
