Making it move faster would make it look even worse in my opinion. By all means windmills always rotate slowly according to the wind strength which usually never gets to move it any fast, IRL and gaming.
I would really appreciate the addition of more frames, and also a new design for the windmill's wall borders since it does not fit with the bricks at all. Overall, it's a rather creative idea though.

The spike balls behave pretty similar to the giant spikeballs from wario's castle in sml2

Goddammit Airship! You beat me again! It looks really good though. I might try to make my own version, this one's too SM64ish for me.

Correct me if I'm wrong, but can't you just use lua to rotate the sprite?

Aside from the lua code included being a bit inaccurate... that's what it does.
(The inaccuracy: Checking for 0x12A (despawnTimer) being -1 instead of <= 0. 0 is 'despawned but waiting to respawn')
