To me, it looks more like a warehouse where an "accident" happened. I have a few questions regarding your design. Mostly out of curiosity:
-Why's your light source in the upper right corner, rather than the upper left corner?
-Why is your "walkable" part in some places only barely distinguishable from the fill?
-Why's the metal a "pure" grey? No matter which metal you look at, they always have a slight tint to them (iron commonly appears blue or green, depending on lighting)

those rats are huge first off, 2nd, there's no texture at all with those npcs. Aside from that, it looks alright.

TheKingOfBoos, that's a Casino Night Zone tileset, not a toy tileset.
And I agree with Enjl, that rat is too big.

I got rid of the crappy NPCs and replaced them with this:

Enjl, I did read the tutorial, and this time I did my best to shade without banding. Maybe this will make you happy? That's the goal

Or this, if you prefer SMW style:

1) Could an average player detect that it's a spiny and you can't jump on it?
2) I'm not referring to banding, I'm referring to shading three-dimensional objects. Most the items presented on your sheet look like cardboard cutouts.
3) You got what I said about tint completely wrong. I didn't refer to giving the bgo a tint to make it look like it's shrowded in poisonous gas. It'd be enough if you gave the grey fill of the tileset 2-6 points in saturation in the green spectrum. Just so it's not plain grey and looks more believable.
And as an added bonus:
4) Think of a way to incorporate more colours into the mix. The palette looks, quite literally, like shit.

You completely misunderstood my tip on shading.

Left: Yours (removed 3 colours because whyy=?!!?!!!) Right: Mine
Think of your sprites as a 3D object and look how the light would fall on them.

All right looking good! The angry moon has nice shading, as do the topmen. Your tilesets and ghoul could use a bit more shading though.
