***I'll start giving you some feedback just by the screenshots and will do a full review later when I have time to play the whole level.***
First of all, goombas should NOT be underwater. Use cheep cheeps, etc. in underwater levels and leave the ground dwellers to overworld areas. This is a small and kind of picky thing, but when moving between sections, the pipe is always one way. (The player cannot return to the previous section.)

In the screenshots I'm referring to the underwater area in the second screenshot, the pipes with warps 3 and 4 in both screenshots, and I had just referenced overworld areas in general (not specific to anything in your level.)

But you can.....since there is a warp for entering from the 1st screen, and an exit in the 2nd screen, then there's an entrance in screen 2, which goes to the pipe in screen 1.

(I won't quote everything so I don't waste space.)
I'm not saying that you can't, I'm just saying that pipes are usually one way, if you look at most of the Mario games as they transfer between sections as well as in a lot of the levels here. It avoids backtracking and other such things. As I said, it doesn't really matter so do whatever you want.

This is one of the laziest things I've reviewed.

Review of Star Bay by LordYoshi999

So, we're starting outside, which our 'mission' is to find the star for Toad, so he can make the path for finishing the level. For pros (by meaning, what's good in this level), the music fit and graphics work good. Anyway, the water section (2nd one) has some problems, first is - there are da goombas and koopas, which they shouldn't be in water section. The second one is - when entering back to the first section, with wrong warp setting, this happens.

Image

You should fix it by pressing 'Moving Up' instead of 'Moving Down', the same goes when exiting out from pipe, you should fix that too.

Anyway, the pipe in the first section, which leads to the midpoint, isn't needed AT ALL, why is it there? It just skips the first half and makes the gameplay shorter. Now for the second half, it was good. The water gimminick looks nice, though. The secret goal isn't necessary, since it's very easy to find. Finally, after seing and grabing the star, the text message from toad appears. For me, it's kinda weird to see the message appearing here, and it shouldn't be here. So, we exit out from pipe, and it's kinda weird, since it looks like we're exit out from sky. Also, at the end of the level, you left black background cutoffs top there (and water cutoffs down there, I guess):
Spoiler: show
Imagesorry for big image, I was too lazy to edit it
So, after laziness and stuff, overall - the level's...decent actually.

4.5/10
