Hm... maybe Mario Builder but over there it's entirely different as of how the physics works and other type of mechanics and such...

I don't know about any Mega Man editor but PGE won't be entirely Mario. If someone is going to manage to program Mega Man enemies and maybe even robot masters, you'll be able to take the codes of them. (well, if you're a good programmer, you'll be able to do it yourself too)
