First of all, the hair looks very unrealistic, but if that's the style you're going for it's absolutely fine. The cape also has several issues; it looks flat. You need to add more shading behind/just to the side of the body. Since the cape is not flat, you need to add some ruffles to the back (overlapping and/or creased looking fabric but still make sure it looks like it's all attached.) You should also add more shading above/below the belt as well as some vertical crease lines, which will make it look like the belt is actually doing something, not just floating around his waist like it is now. Don't exaggerate this though or it will look worse than before. The tunic also looks like it's in front of his legs and doesn't go all the way around. Not bad so far.

Jeez, by how you put it, this post feels mean :p But HEY! It's not me who made it or said it so who cares.
(for cosmik ^)

Anyways looks good for a standard basic hand drawn (I assume) sprite!
Thought I do agree with Cosmik on some of the things he said.
Well here,
The hair is okay, because it actually looks kinda close to prince peasly's hair. The cape does look kinda bland and flat. Also, prince peasly looks like some model....(what I mean is that he looks to tall. :p)
