Looks interesting. I was thinking that was a Donkey Kong normal level, with no Donkey Kong playable, but you impressed me, but i don't think this counts as First EVER Donkey Kong LEVEL, unless is YOUR first Donkey Kong Level.
I back soon to edit and put my review, i will play it.

I'm going to go out on a limb and say those are part of another layer that moves.

Unofficial Jinx Hill review by Miles Troopa, the Underrated
Gameplay: Well, it's a easy level, but the Playable Link factor ups the difficult, but is in the Not-so-Easy range. It's a real 1-1 level, if you see. It's only advance on the level, and kill some enemies. The water part is also Not-so-Easy, with the Cave as well. At least the cave has some Cheep-Cheeps to challenge you, also with some holes. There is a lack of coins. The only coins was that giant 20 value coins, but Link's Rupee skill can cover this, but anyone can play your level with another character, unless there is a episode that blocks the players. In the entrace of the cave, you forget put at least one coin in the block. For some people is weird hit a "?" block with isn't at least 1 coin or even 1 enemy. With all that, i think you deserves a 5/10 on this factor.
Graphics & Music: I see the vanilla graphics and custom graphics as the same, so don't worry. Same with Music. You got a good choice of Music on the two sections of the game. Also was creative use grass blocks as tree leafs. You could used this advantage so you could walk above this, so to extended the gameplay theme, only not so much! About the graphics, they was not bad, but there was a error. When playing Link/Donkey Kong, you can hit a enemy, and then the enemy drops a rupee. The green rupee sprite was swapped by a banana, but the banana sprite are glitched. You maybe could payed attention on this if you put coins on the level. No clashing, that's good. In the water part, i saw a NPC falling. He was supposed to fall? By the way, you deserves 6/10 on this factor.
Extra (worth nothing): You put unnecessary NPCs on the level folder that you don't used. This can affect when making a Episode.
Results: 5,5/10. Could be in Avarage, if i was an official judge. But everyone knows, Underrated unofficial review is Underrated. Almost there and you could got a imaginary Pretty Good.
---
Remember, this isn't official. With this level, what i saw you have of good is Level Design and Good use of vanilla blocks, but you need improves NPC Placement and Difficult. Keep the cool and good luck on your next levels!

Jinx Hills review
Design & Gameplay: 5/10 (counts 70%)
The difficulty was easy but still not boring, so I'd call this a good thing, thanks to the decent amount of powerups, okay length and good curve. (second half was harder than first half, that's it) The NPC variety and placement (in most of the cases) are okay. Playing with a link replacement makes the level unique too.
The fun factor isn't low but isn't high either.
There's a bit high amount of coins, and their placement wasn't good too. (Advice: don't place them in just some groups with high amount, rather do more groups with lower amount. (like three groups for two screens with 2 to 8 coins per group)) Cloud platforms can mislead the player sometimes, if possible, replace them with cloud BGOs. Ponds with BGO walls (in the cave) are also weird a bit. Also, the level doesn't have too much replay value. Also, don't make the player able to walk on ceilings, close down the ceilings with 2 blocks off-level at the sides.
Atmosphere & Visuals: 5/10 (counts 30%)
The music was fitting and I didn't find any cutoffs in the level, so this is okay.
The atmospheric feeling was okay in the level. There's a bit low amount of BGOs, you should place a bit more than this. Also, the brown stones were a bit clashy in the cave. Also, SMB3 grass is a bit weird for treetops. (I couldn't choose between mentioning it for design and gameplay or this)
Score: 5/10
