Yes. Just because it isn't well-enforced doesn't mean it doesn't apply. It's the same thing as ROMs - just because you can break the law without getting caught doesn't make it any less illegal.

Websites based in the USA or websites elsewhere that have a target audience that includes USA children under 13.

To bring an official end to the original point of this topic:

Yes, I can see us having a forum for mature discussion that is restricted based on a minimum age with exceptions made based on merit, but it isn't going to happen for a long time.
