It is Marth. He is from.Fire Emblem a Japan only game but you might know him from super smash bros. He is known as Mars in Japan.

not to mention the first fire emblem game to get localized in the west was fire emblem: rekka no ken (aka fire emblem 7 for the game boy advance)

Well his first game was the first game in the series, then there were two remakes in japan only and a remake worldwide, the first game you are talking about, fire emblem 7 was the first fire emblem game to be western-ized yes, but originally the first game that was a japan only game was fire emblem and mystery of the emblem, the first games in the series.
