paint.net sould be the default editor, MSPaint isn't so useful, only if you want to make some little pixel adjustments to an image. Also it doesn't support alpha.

I wouldn't be surprised if the company actually bought Paint.net and gave the owner, money for something he made for years now, but the probability of Microsoft ever wanting to do that is as low as a chance that a millionaire will drop money on your street.

PC Optimizer Pro is basically a scam, though. You can tell Norton tries to protect your computer at least, but it does a really bad job at it.
