Actually, 1.4 runs in teascript & it's forums has a forum for ideas for the next update, while 2.0 is written in lua, and I'm surprised it's hard to convert between the 2 for the developers.

Actually, no. 38A's SMBX thing runs on Visual Basic 6. Teascript is just an asset to it, a programming language specific to that engine. 2.0 uses Lua and other resources, such as the PGE editor. Both use different file formats and 38A has different physics and other things that make even the structures of levels incompatible in some ways.

Also, please don't discuss 2.0/38A's engine here. This is the topic for the level contest

Just a quick question, can I make a level without using LunaLua "API's"? Because I don't really know/I'm confuse how to use it. And I would like to participate the contest by the way.

There are normally joke levels anyway, there will probably be more though for this one because of the date.

Go ahead. The judges won't mark you down for not using LunaLua. As I've seen other people saying before, LunaLua is just another thing you can use to make your level different. As long as your level is good, there's no reason why it can't get a high mark. Several people have placed high in contests without using Lua.
(I don't know how to use it either, Layers and events is sort of my limit, although I would like to learn Lua stuff)

Judges won't have any bias against whether or not you used LunaLua. As long as it's a fun, well-designed level, it doesn't really matter what assets you use to get there

Expect the deadline to change because we agreed on "6 week submission time" before the topic was posted which would put it at April 15th.
